Anti-Bullying Policy
The School does not tolerate harassing or bullying behaviour by any member of its staff or student body. Every member of the School has a responsibility to refrain from harassing or bullying others, to actively discourage harassment and bullying and to support all parties involved in situations of potential conflict.
Breaches of school policy will be immediately acted upon by the Principal, and where appropriate, by the School Committee.
Students who complain of bullying can rely on staff to investigate their complaint promptly and in a thorough and confidential manner. Staff will respond to any acts of harassment or bullying immediately and positively.
In its aim to protect its students and staff from bullying and harassment, the school is taking steps to prevent the harm that can be caused by the misuse of online technology.

行为规范条例 Behaviour Management Policy
Managing student behaviour at XJS is essential in the creation and maintenance of a safe and positive leaning environment for all students, staff and community members. Students are encouraged to be considerate, courteous, responsible and respectful. In accepting that each person is unique and has the right to learn, staff and students expect a high standard of behaviour at all times. Whilst students are provided opportunities to develop appropriate behaviours, self-control and resiliency through interaction with staff, the curriculum and positive reinforcement strategies, students are also taught how to accept responsibility for their own behaviours, enhancing their understanding of responsible social behaviour.
Treat all people, property and the environment with respect
Students will behave safely at all times
Students will follow directions given by all adults working in the school
Students have the RESPONSIBILITY to:
Be responsible for their learning and playing environment
Be tolerant of others and to respect others rights
Behave in a way that protects the safety and wellbeing of others

Support the school in providing a high-quality education to ensure the life-long success of their children
Examples of positive incentives for student behaviour management may include:
Verbal praise from staff, parents and community members
Stamps, Stickers
Positive notes to parents and students
Gold/Silver/Copper medals
Step 1: Students receive low key responses to their behaviours. Examples may include: proximity, signal to attend, eye contact, and giving choices.
Severe Behaviour
If at any time a teacher considers that a breach of the behaviour code is severe, a red card will be sent to the office for a member of administration to collect the student from the classroom.
Step 2: Students receive Formal Warning 1 on the Classroom Behaviour
Step 3: Students receive Formal Warning 2 on the Classroom Behaviour
Step 4: Students receive Formal Warning 3 on the Classroom Behaviour Chart. Behaviours will be recorded by administration and the parents of the students in question will be contacted for the behaviours concerned.
Step 5: Students receive Formal Warning 4 on the Classroom Behaviour Chart. Behaviours will be recorded by administration and the parents of the students in question will be contacted for an interview in school for the behaviours concerned.
Step 6: Students receiving Formal Warning 5 will receive an in-school suspension for the remainder of the day.
School Administration staff have the authority to deviate from procedure in specific cases.

第一步: 对学生的行为进行提醒,比如近距离提示、点名、眼神注视和给出多项选择等。
严重行为
如果教师认为学生的违反学校规定的行为情况严重,会安排管理人员将学生带离课堂。
第二步: 给学生第一次正式警告
第三步: 给学生第二次正式警告
第四步: 给学生第三次正式警告。管理人员记录学生的行为,并联系家长告知学生行为问题。
第五步: 给学生第四次正式警告。管理人员记录学生的行为,并通知家长到学校面谈,讨论学生的行为问题。
第六步: 给学生第五次正式警告。学生当天留校查看。
学校管理人员有权在特殊情况下不完全遵照以上课堂管理步骤。
Cyber Safety Policy
Purpose:
To meet the changing nature of technology and to ensure that students, parents and staff are aware of the risks attached to overuse and unsafe use of the internet. To ensure that students are able to make educated choices regarding these risks.
Definition:
Cyber safety refers to time allocated to use of the internet (and incorporates issues of gaming addiction). This includes the issues of safety around the internet – cyber bullying, identity theft etc.
Rationale:
With the rapid development of technology students are exposed to a wide range of connected electronic devices such as laptops, tablets and smartphones. Through these they have instant access to the internet. These devices are recognised as beneficial educational tools. However, some students are spending large amounts of time using electronic devices and in some cases this leads to reduced time dedicated to sleep, study, class work, family communication and outdoor activity. It can impact students’ relationships as trust issues develop if students lie to parents about the nature and quantity of their usage.
In addition, there are a number of safety issues on the internet which pose threats to students’ emotional lives and thus their academic lives. Some students are involved in cyber bullying either as perpetrators or as victims. Some students are unaware of safety issues surrounding their digital footprint and are thus at risk of a range of possible problems such as identity theft and sexual predators.
Aims:
To implement and maintain a whole school approach to address the problem of cyber safety.
To make students aware of the safety issues regarding the internet, gaming, social networking.
To inform students about the negative consequences that can result from the misuse of the internet.
To empower students to take ownership of and responsibility for their usage and habits.
To educate teachers about their role in ensuring that students are using the internet responsibly and safely.
To support parents in their efforts to ensure that their children are using the internet responsibly and safely.
To identify those at most risk and provide them with specific support from a range of support mechanisms from the Student Wellbeing Team.
Outcomes:
Staff, students and parents to adhere to the school computer use policy.
Equip students with relevant skills and strategies to manage computer overuse and/or addiction.
Educate students about cyberbullying and other unacceptable behaviours.
Educating students about risks concerning internet use & online privacy (release of personal details; photos; sexual predators etc)
Provide students with effective strategies to protect their digital identity
Promote responsible/appropriate digital etiquette
Staff to be proactive in enforcing appropriate computer use in classroom.
Staff to recognise that all incidents of bullying are unacceptable and to be proactive in addressing their issue
Use surveys and other feedback tools to respond to issues in a timely manner
Staff:
To ensure ongoing communication between staff, parents, students and relevant welfare agencies is open and productive.
To produce and keep updated material to distribute to parents.
To regularly engage in questionnaires to gauge the severity of the problems and to set targets for work in this area.
To determine what strategies can assist teachers and to use Curriculum Days to disseminate this.
To ensure that parents and students with concerns are referred to counselling.
To review and update Cyber Safety Policy regularly
Students:
All students will be made aware of the school rules and expectations regarding computer usage and cyber safety.
All students will develop an understanding that there are rights/ responsibilities which accompany the correct use of the internet and consequences which accompany the misuse of the internet.
All students will be made aware of cyberbullying report procedure when they have cyber safety concerns.

另外,互联网还有很多安全问题会威胁到学生情感生活和学业生活,有些学生还会成为网络欺凌的施暴者或者受害者。一些学生不了解他们在网络上留下的印记会带来潜在的安全问题,因此可能面临身份盗窃或者受到性侵害等问题。
目标:
集全校之力应对网络安全问题。

告知学生错误使用互联网可能导致的后果。
帮助学生树立起正确使用网络的责任心,并养成良好的网络使用习惯。

Guidelines for Parent/Guardian complaints
As is the case for children attending mainstream schools, parents/guardians of children attending accredited community language schools are encouraged to contact the child’s teacher to discuss general issues in relation to their child’s languages program including:
individual student needs
academic progress
behaviour and discipline issues
non-attendance or truancy
challenging or changing family circumstances.
General issues best raised with the school principal could include:
school facilities
excursions
school fees and charges
student assessment and reporting
timing of special events
homework policy
student dress codes.
The child’s community language school should always be the first point of contact. Issues are best resolved at the school. The Ethnic Schools Association of Victoria (ESAV), which is the umbrella organisation for accredited community language schools, expects most issues to be resolved at the school level.
The following guidelines will support parents/guardians who wish to make a formal complaint in relation to their child’s attendance at an accredited community language school.
In making a complaint or seeking to resolve an issue, parents/guardians must follow the next three steps.
STEP 1
Raising an issue with the teacher
Teaching and learning works best when parents/guardians and teachers talk to each other and work together to resolve problems. To address a particular issue, parents/guardians should:
make an appointment with the class teacher to discuss the issue.
plan what to say so you can clearly explain the issue.
listen to the teacher’s response.
make a note of the people you spoke to and the date you spoke with them.
outline the steps already taken to resolve the issue.
explain what action you would like to be taken to resolve the issue. Be reasonable and realistic
about your expectations.
If the issue involves another student at the school, do not approach them or their
parents/guardians directly.
understand the school could refer you to a more appropriate person, or agency.
STEP 2
Raising an issue with the principal/assistant principal
If you still have a concern after talking to the child’s teacher you may choose to meet with the assistant principal or principal of the school.
Make an appointment with the assistant principal or principal and follow the same procedures
as you did with the teacher.
If the issue is still not resolved after speaking with the assistant principal or principal of the
school, you may choose to contact the ESAV who will assist you and the school to resolve the
Should the issue remain unresolved following consultation with the assistant principal/principal, the parents/guardians concerned should refer the matter to the ESAV. The procedure for referring complaints to the ESAV is outlined below.
STEP 3
Raising a complaint in writing with ESAV
If the issue cannot be resolved by the parents/guardians and the community language school teacher and/or assistant principal/principal, the parents/guardians may make a formal complaint to the Executive Director, Ethnic Schools Association of Victoria (ESAV) by submitting the attached Complaint Form.
When attempting to resolve complaints, the relevant school and the ESAV can engage the services of the Dispute Settlement Centre Victoria, which provides a mediation service free of charge. Further information is available at: http://www.disputes.vic.gov.au/
If after all avenues for resolution of the complaint have been explored, or if the parents/guardians are dissatisfied with the manner in which the complaint was handled by the ESAV, the parents/guardians may choose to refer the complaint to the Victorian Ombudsman, or to the Victoria Police. The Office of the Victorian Ombudsman is located on 570 Bourke Street, Melbourne 3000, phone: 03 9613 6222.
Any complaints about possible criminal behaviour and activity relating to a community languages school or the staff should be referred directly to the Victoria Police.
ESAV will take reasonable steps to destroy or permanently de-identify personal information if it is no longer needed for any purpose. Under the Public Record Act 1973 the ESAV is required to keep full and accurate records and implement a record disposal program. Destruction of personal information must be carried out using ESAV’s disposal schedules.

如果在向校长/校长助理投诉后,问题仍未得到解决,您可以选择联系ESAV,该机构会协助您和学校解决问题。
如果在接受校长或校长助理的咨询后,问题仍未得到解决,家长/监护人可以向ESAV进行投诉,具体的投诉程序如下。
步骤三
以书面形式向ESAV投诉
如果家长/监护人无法和学校的任课老师、校长/校长助理就所投诉问题达成共识,可以书面形式向维州社区语言学校协会(ESAV)提出投诉(请填写好所附的《投诉表格》)。

While most campuses have air conditioning, the school also has a hot weather policy. Early dismissal for hot weather is determined at the local level.
Students may be dismissed at 12.30 pm on days when the forecast maximum is 39°C or higher, or
The class may be cancelled before it starts if the estimated maximum temperature is 40°C.
The policy takes into account factors which include location, building design and whether or not the school is equipped with air conditioning.
The early dismissal of students, in accordance with the school’s hot weather policy, will be subject to parents having given the school written permission, renewable annually, for their children to be dismissed early. Students who do not have written permission from their parents must be adequately supervised at the school.
Arrangements must comply with a school policy, determined in consultation with the school council, endorsed by the Principal and conveyed, in writing, to parents at least once annually.
Staff remain on duty on days of early dismissal.
To minimise the danger of ultraviolet radiation exposure for children, the school has the following sun smart policy:
encourages students to play in shaded areas
requires students to wear sunscreen when playing out classrooms
requires students to wear appropriate sun protective clothing and broad-brimmed hats – no hat, no play.

如果根据这一高温天气应对办法,学校决定让学生提前放学,家长需要向家长提出书面同意授权,该授权需要每年更新。如果学生没有得到家长的书面授权,学校要负责对学生进行恰当的照料。
关于高温天气的安排必须符合学校的相关规定,经校委会讨论决议,由校长签字,以书面形式发放给家长,以获得授权,授权书至少每年更新一次。
如果因高温天气让学生提前放学,学校工作人员仍需留在校园内,不得擅离职守。
为降低学生暴露在紫外线下受到的伤害,我校特制定以下防晒应对办法:
鼓励学生在阴凉处玩耍。
要求学生在室外玩耍时擦防晒霜。
要求学生穿着适合的防晒衣物,带宽边太阳帽。不戴帽子,不能出去玩。
Information Privacy and Records policy
(in accordance with the Privacy and Data Protection Act 2014 and the Health Records Act 2001)
This policy explains how our school collects and manages personal and health information, consistent with Victorian privacy law.
Current version of this policy
This policy will be regularly reviewed and updated to take account of new laws and technology and the changing school environment when required.
Definitions
Personal information is information or opinion, whether true or not, about a person whose identity is apparent, or can reasonably be ascertained, from the information or opinion – that is recorded in any form. For example, a person’s name, address, phone number and date of birth (age). De-identified information about students can also be personal information.
Health information is information or opinion about a person’s physical, mental or psychological health or disability, that is also personal information – whether in writing or not. This includes information or opinion about a person’s health status and medical history, immunisation status and allergies, as well as counselling records.
Sensitive information is information or opinion about a set of specific characteristics, including a person’s racial or ethnic origin, political opinions or affiliations, religious beliefs or affiliations, philosophical beliefs, sexual preferences or practices; or criminal record. It also includes health information.
What information do we collect?
Our school collects the following type of information:
· information about students and their family, provided by students, their family and others
· information about job applicants, staff, volunteers and visitors; provided by job applicants, staff members, volunteers, visitors and others.
How do we collect this information?
Our school collects information in a number of ways, including:
· in person and over the phone: from students and their family, staff, volunteers, visitors, job applicants and others
· from electronic and paper documentation: including job applications, emails, invoices, enrolment forms, letters to our school, consent forms (for example: enrolment, excursion, Student Support Services consent forms), our school’s website or school-controlled social media
· through online tools: such as apps and other software used by our school
· through any CCTV cameras located at our school.
Collection notices
When our school collects information about you, our school takes reasonable steps to advise you of certain matters. This includes the purpose of the collection, and how to access, update and correct information held about you. For information about students and their families, a collection notice is provided to parents (or mature minor students) upon enrolment.
Unsolicited information about you
Our school may receive information about you that we have taken no active steps to collect. If permitted or required by law, our school may keep records of this information. If not, we will destroy or de-identify the information when practicable, lawful and reasonable to do so.

o take reasonable steps to reduce the risk of reasonably foreseeable harm to students, staff and visitors (duty of care)
o make reasonable adjustments for students with disabilities (anti-discrimination law)
o provide a safe and secure workplace (occupational health and safety law)
· enable our school to:
o communicate with parents about students’ schooling matters and celebrate the efforts and achievements of students
o maintain the good order and management of our school
· enable the Department to:
o ensure the effective management, resourcing and administration of our school
o fulfil statutory functions and duties
o plan, fund, monitor, regulate and evaluate the Department’s policies, services and functions
o comply with reporting requirements
o investigate incidents in schools and/or respond to any legal claims against the Department, including any of its schools.
When do we use or disclose information?
Our school uses or discloses information consistent with Victorian privacy law, as follows:
1. for a primary purpose – as defined above
2. for a related secondary purpose that is reasonably to be expected – for example, to enable the school council to fulfil its objectives, functions and powers
3. with notice and/or consent – including consent provided on enrolment and other forms
4. when necessary to lessen or prevent a serious threat to:
o a person’s life, health, safety or welfare
o the public’s health, safety or welfare
5. when required or authorised by law – including as a result of our duty of care, anti-discrimination law, occupational health and safety law, reporting obligations to agencies such as Department of Health and Human Services and complying with tribunal or court orders, subpoenas or Victoria Police warrants
6. to investigate or report unlawful activity, or when reasonably necessary for a specified law enforcement purpose, including the prevention or investigation of a criminal offence or seriously improper conduct, by or on behalf of a law enforcement agency
7. for Departmental research or school statistics purposes
8. to establish or respond to a legal claim.
Responding to complaints
On occasion, our school and the Department’s central and regional offices receive complaints from parents and others. Our school and/or the Department’s central or regional offices will use and disclose information as considered appropriate to respond to these complaints (including responding to complaints made to external organisations or agencies).
Accessing your information
All individuals, or their authorised representative(s), have a right to access, update and correct information that our school holds about them.
Access to student information
Our school only provides school reports and ordinary school communications to parents who have a legal right to that information.
In some circumstances, an authorised representative may not be entitled to information about the student. These circumstances include when granting access would not be in the student’s best interests or would breach our duty of care to the student, would be contrary to a mature minor student’s wishes or would unreasonably impact on the privacy of another person.
Access to staff information
School staff may first seek access to their personnel file by contacting the principal. If direct access is not granted, the staff member may request access through the Department’s Freedom of Information Unit.
Storing and securing information
Our school takes reasonable steps to protect information from misuse and loss, and from unauthorised access, modification and disclosure. Our school stores all paper and electronic records securely, consistent with the Department’s records management policy and information security standards.
When using software and contracted service providers to manage information, our school assesses these according to the appropriate departmental processes. One example of this is that staff passwords for school systems are strong and updated on a regular basis, consistent with the Department’s password policy.
School compliance strategies
Some strategies our school can implement to ensure compliance with the privacy legislation include:
· nominating a person to manage and review the school’s privacy practices
· conducting a privacy audit to determine what information the school collects, how information is used and with whom information is shared
· examining data security arrangements
· ensuring all staff, including volunteers, are aware and compliant with the Schools’ Privacy Policy and supporting documents
· treating all privacy complaints in the strictest confidence and seeking advice from the Privacy team as needed, on (03) 8688 7967 or privacy@edumail.vic.gov.au
Privacy exemptions
Personal and health information can be disclosed for a purpose other than for which it was collected and without the person’s consent when the disclosure is:
· necessary to lessen or prevent a threat to life, health or safety
· required, authorised or permitted by law or for law enforcement purposes
· used for research or compilation of statistics in the public interest, in certain limited circumstances.
Privacy and duty of care
Privacy laws recognise and permit schools collecting, using and disclosing information so that they can comply with their duty of care to students. A key element of duty of care is that the processes and procedures used are documented and records kept.
Privacy and parents/guardians
To assist decision making about a student’s needs, schools inform parents/guardians of the student’s academic progress, behaviour, educational options or special educational requirements.
Privacy laws do not restrict this use of the information, as this is the purpose for which it is collected.
Court orders
Unless a court order is made under the Family Law Act, both parents of a student have the same rights to access information about the student.
Enrolment information
Schools must:
· provide a privacy collection notice with the enrolment form explaining to the parents and student why this information is being collected, what it is used for, where it might be disclosed and how they can access information held about them
· only use the information collected during enrolment for the purposes that it was collected for. Disclosure for an unrelated purpose requires parental consent or in the case of a secondary student the content of the parent and student, unless the circumstances fall within one of the above privacy exemptions.
Health information
Health related information can be kept confidential by the principal, or shared with:
· selected staff to the extent they need to know to care for the student, or
· all staff when they need to know in case of emergencies.
Note 1: Counselling services are health services and records are confidential health records. Confidentiality of information disclosed during a counselling session must be maintained unless the student provides consent or the situation falls into a privacy exemption category.
Note 2: Career counselling is not a health service.

应对投诉
我校和教育部的中央及地区办公室有时会收到来自家长或其他人的投诉。我校及/或教育部的中央及地区办公室将以适当的方式使用和公开收集到的信息以应对这些投诉(包括针对外部组织或机构的投诉)。
获取您的信息
所有个人或其授权代表都有权读取、更新和修改我校保留的有关他们的信息。
获取学生的信息
我校只会向依法有权获取学生信息的家长提供该学生的成绩报告及日常的学校沟通信息。
在有些情况下,即使授权的代表也有可能无法获得学生的信息,比如获得这些信息可能侵害学生的最大利益或违反对该学生的照顾责任,或者与学生的愿望相抵触,或者可能不合理地影响到他人的隐私。
获取教职员工的信息
学校教职员工如果需要获取自己的档案资料,可直接与学校校长联系。
保存信息与信息安全
我校会采取恰当的措施防止信息被误用或遗失,或者被未授权方读取、修改和公开。我校根据教育部有关档案管理和信息安全的相关规定以安全的方式保存所有的纸质和电子档案。
我校遵守教育部的规定运用恰当的软件和服务运营商对信息进行管理,学校系统的密码定期更新。
学校保护信息隐私的措施
学校采取以下措施以确保符合隐私法的要求:
· 指派一位员工管理和审核学校的隐私保护措施
· 组织隐私保护审计以确定学校应该收集哪些信息,信息如何使用和分享
· 确保包括志愿者在内的所有教职员工都了解学校的隐私保护政策及相关文件

隐私保护特例

除依据家庭法做出的法庭指令外,学生的双方家长有同等权利获得该学生的有关信息。
报名注册信息
学校必须:
· 在报名注册表上注明个人信息收集提示,向家长和学生说明为什么收集这些信息,作何用途,何种情况下公开以及如何获取学校保留的信息。
· 仅使用在报名注册时收集到的个人信息,并仅用于收集时声明的使用用途。如果需要将个人信息用于其它用途,必须得到家长的同意,或者如涉及另一位学生,必须得到这位学生及家长的同意,或者使用用途在隐私保护特例范围之内。
健康信息
校长可以对健康相关信息保密,或与以下人员共享:
• 选定的工作人员在他们需要知道的范围内照顾学生,或
• 所有员工在紧急情况下需要知道的时间。
注 1:咨询服务是健康服务,记录是保密的健康记录。除非学生提供同意或情况属于隐私豁免类别,否则必须保持咨询期间披露的信息的机密性。
注 2:职业咨询不是健康服务。
